The Cargo Authority Attachment to the COI indicated PV venting is required for all cargo tanks in accordance with the minimum requirements for 46 CFR Subchapter "O" cargoes. PV venting shall not relieve at a vacuum corresponding to a vacuum in the cargo space between 0.0 psia and -0.5 psia and must be in accordance with approved documentation by the Marine Safety Center. The vessel has PV venting for the cargo space at 1.0 psia and -0.1 psia. Prior to carriage of cargo requiring PV venting, the vessel must conform to Marine Safety Center standards.

Any vessel which is equipped with an internal combustion engine driven cargo pump on the weather deck shall be provided with an min. of one remote manual shutdown station. Vessels STBD prime mover was not able to be shutdown due to a bad o-ring on the intake. Repair to the satisfaction of the attending Marine Inspector.
Condition: Improper/Lack of Maintenance

Each cargo tank of a tank barge must have one of the following liquid overfill protection arrangements... Actuates as alarm and automatic shutdown system. Vessels high level and overflow alarms are not operating as designed. Vessel is restricted to cargoes that do not require vapor collection until repaired and tested. Vessel meets 33 CFR 155.480 with 1M stick and spill valve.

Resolution: Crew replaced three sensors and all high level and overflow alarms tested sat.
