A towing vessel must be maintained and operated so the watertight integrity and stability of the vessel are not compromised. VSL has hull damage to STBD area just aft of bow resulting in ingress of water and subsequent flooding of storage area. VSL required to proceed to a shipyard in Hebron, KY as per approved transit plan emailed 27AUG2023 for troubleshooting and repairs to the satisfaction of the Coast Guard. Contact Sector Ohio Valley Duty Marine Inspector at [phone withheld] when repairs are completed and before placing the vessel back into service.

The day tank must be fitted with a low fuel level alarm that must be visible and audible at each operating station. The alarm at the operating station may be a summary alarm but the specific condition must be indicated at the machinery or bilge location. Provide day tank with low fuel level alarm as per 46 CFR 143.230(a)(7) to the satisfaction of the attending Coast Guard Marine Inspector.
