Vessel operating station did not have a way to start or stop the main engines. Propulsion machinery including main engines must have suitable controls to provide the operator full control at each operating station. Provide start and stop controls for the main engine from the operating station to the satisfaction of the attending Coast Guard marine inspector.

Double sheathed cable for the port main engine low lube oil was frayed and need of replacement. Machinery and electrical systems must be designed and maintained to provide for safe operation of the towing vessel and safety of person onboard. Make repairs to the satisfaction of the attending Coast Guard marine inspector.

Life ring line at pilot house station starboard side parted when pulled by hand and other life rings were worn and needed replacement. Each lifebuoy on a towing vessel must be approved under series 160.505 or 160.150. Life ring line was replaced and deficiency rectified during inspection to the satisfaction of the attending Coast Guard Marine Inspector.
