The ship's high pressure in cargo tank alarms were set at 15.4 kpa and were above the 11.7 kpa maximum as required by the vapor emissions control manual (VECS).

Befor the ship leaves port and at all times during the voyage, all life saving appliances shall be in working order and ready for immeadiate use. Painter lines on both life rafts were not conected to the weak link.
