Each launching appliance and each survival craft and rescue boat on a vessel must be in good working order and ready for immediate use before the vessel leaves port and at all times when the vessel is underway.
MI observed the installed lower life float to be in poor condition. The vivid red-orange color was found faded and exterior surface damage i.e. cracking and buoyant material separation was found in several areas. The lower life float is to be replaced with survival craft in good working order and of adequate capacity.

MI's found a smoke detector wrapped in a plastic shower cap in the main cabin by the base of the ladder
leading to the operating station, and an interconnected
smoke detector was missing in the engine room.

Resolution: The watchman system was troubleshot, reset and tested satisfactory.
Vessesl that operate in salt water must be examined in accordance with the intervals set forth in Table 91.40-3(a) of this section. When Table 91.40-3(a) indicateds a 2.5 year examination interval, it menas a vessel must undergo two examinations within any five year period. No more than three years may elapse between any two examinations.
Vessel failed to meet the required dry dock dates noted on its Certificate of Inspection. Vessel is restricted from operations until a dry dock examination is completed by a USCG Marine Inspector.
