Each launching appliance and each survival craft and rescue boat on a vessel must be in good working order and ready for immediate use before the vessel leaves port and at all times when the vessel is underway. MI observed the installed lower life float to be in poor condition. The vivid red-orange color was found faded and exterior surface damage i.e. cracking and buoyant material separation was found in several areas. The lower life float is to be replaced with survival craft in good working order and of adequate capacity.

An interconnected detection and alarm system must: Be installed such that the actuation of alarm in one area results in both audible and visual alarms in all areas required by 46 CFR 181.405(c) or 118.400(d) to be protected by the interconnected detection and alarm system. MI's found a smoke detector wrapped in a plastic shower cap in the main cabin by the base of the ladder leading to the operating station, and an interconnected smoke detector was missing in the engine room.
