Vessel reported loss of steering control from the helm at approximately 1700 hours on 29DEC2022. Permanent repairs to be conducted to the satisfaction of the TPO (ABS) prior to conducting towing operations.

Machinery and electrical systems must be designed and maintained to provide safe operation of the towing vessel. Vessel experienced electrical fire in starboard stack space. Repair to the satisfaction of TPO or USCG prior to further movement.
In accordance with CVC Policy Letter 17-10, the above deficiency may be cleared by the operating company's TPO. TPO must submit a report to the cognizant OCMI within 72 hours of clearing the deficiencies.
