Machinery must be designed and maintained to provide for safe operation of the towing vessel and safety of persons onboard under normal and emergency conditions. Vessel experienced a loss of propulsion on the port engine. Vessel is to affect repairs to the satisfaction of TPO. Provide USCG with dive report and TPO attesting to proper repairs.
