The condition of the ship and its equipment shall be maintained to conform with the provisions of the present regulations to ensure that the ship in all respects will remain fit to proceed to sea without danger to the ship or persons onboard. Vessel allided with facility crane causing damage to mast. structure of vessel mast is bent and cracked and alignment and operation of equipment can not be verified.

1730-Oil filtering equipment shall be of a design that will ensure that any oily mixture discharged into the sea has an oil content not exceeding 15 PPM. OCM attached to OWS is incapable of effectively determining oil content after flushing OCM sensor with fresh water in colder temparatures due to excessive condensatioin build up on glass sample cell.
