Resolution: Vessel submitted documentation showing new sign IAW CFR requirements. Def was written to flag and USCG. Because of reciprocal agreement with Canada, USCG is able to clear this deficiency.

The ring, lines and letters shall be painted in white or yellow on a dark ground or in black on a light ground. They shall also be permanently marked on the sides of the ships to the satisfaction of the Administration. The marks shall be plainly visible. The starboard side loadline was not plainly visible due to lack of contrasting color. Loadline was rusted over.
