Except as provided by 46CFR15.725 of this part, no vessel may be navigated unless it has in its service and on board the crew compliment requied by the COI. Vessel sent a request to the MSU Toledo OCMI to sail short 01 Assistant Engineer. The request is temporary and the vessel is authorized to sail with this replacement until 24APR2026. Prior to the expiration of this deficiency the vessel/company shall provide proof that they are operating in accordance with the COI.

A towing vessel must be maintained and operated so the watertight integrity and stability of the vessel are not compromised. Vessel self reported a small fracture in the STBD #2 BWT bottom shell plating. Vessel will have a temporary repair by installing a concrete box over the affected area. This temporary repair is subject to an annual inspection by a United States Coast Guard (USCG) Marine Inspector. A permanent repair, to the satisfaction of the local Officer in Charge, Marine Inspection (OCMI), must be completed at the vessel's next dry-docking.

The operator of a vessel with a capacity of 250 or more barrels of oil, hazardous material, or liquefied gas as regulated in Table 4 of 46 CFR part 154 shall provide transfer procedures that meet the requirements of this part and part 156 of this chapter for transferring—(a) To or from the vessel; and(b) From tank to tank within the vessel. Tank to tank transfers are not detailed in the transfer procedures. Furthermore, tank level indicators are currently used to monitor levels of fuel tanks during transfer and bunkering operations. Inconsistent readings of the tank level indicators (TLI)in the fuel tanks is believed to have caused overflow from #2 port and starboard fuel tanks. Vessel rep states that all future bunkering and transfer operations will include manual soundings by the crew, not relying upon the TLI readings. Review transfer procedures and update to meet requirements of 33 CFR subpart C, to include newly implemented procedure to sound tanks manually during bunkering and transfer operations. Submit updated transfer procedures to MSU Duluth OCMI for review within 30 days.

Engineer in accordance with proposal submitted for a period of 30 days, at which time the vessel must provide work/rest logs for the period of sailing short with a new request to the cognizant OCMI if no replacement is available. Vessel shall ensure watches are conducted by licensed engineers and voyage length shall not be greater than from Toledo, OH to Silver Bay, WI.
