Machinery and electrical systems must be designed and maintained to provide for safe operation of the towing vessel and safety of persons on board under normal and emergency conditions. Vessel reported reduction of power in port engine. TPO to attest to satisfactory condition of both engines prior to movement from MM 124. One time transit permitted to MM 124 with assist tug.
