The master must ensure that all life-saving equipment is properly maintained and ready for use at all times. MI observed no visual distress signals on board. Procure.

A vessel must be operated in accordance with applicable laws and regulations and ins such a manner as to afford proetection against hazards to life, property, and the environment. MI observed depth sounder to be inoperable. Repair/Replace. *Vessel may move to Bludworth Shipyard for repairs.*

The owner, managing operator, or master of a towing vessel must ensure that the vessel's fire suppression equipment complies with the applicable requirements of part 142 and is in good working order. MI observed two leaks, one at the port side fire station valve and one leak above the fuel tank in E/R near bilge pump. Repair. *Vessel may move to Bludworth Shipyard for repairs.*

The master must ensure that all lifesaving equipment is properly maintained and ready for use at all times. MI observed ring buy float light batteries to be incorrect type and in dis repair. Replace.

Each towing vessel must perform the applicable tests in Table 143.245(b). Pressure relief valves: twice every 5 years, not more than 3. MI observed no testing tag or records of replacement. Test or replace or provide proof of the same.

TOWING VESSELS MUST MEET THE COMMUNICATION REQUIREMENTS OF 33 CFR PART 26 & 33 CFR 164.72. TOWING VESSELS WHICH REQUIRE A RADIOTELEPHONE IAW 33 CFR 26.03 MEET THE DEFINITION OF A COMPULSORY SHIP IAW 47 CFR 80.5 WHICH IS, "ANY SHIP WHICH IS REQUIRED TO BE EQUIPPED WITH RADIO TELECOMMUNICATION EQUIPMENT IN ORDER TO COMPLY WITH THE RADIO OR RADIO-NAVIGATION PROVISIONS OF A TREATY OR STATUTE TO WHICH THE VESSEL IS SUBJECT." 47 CFR 80.409(F) REQUIRES WEEKLY ENTRY INTO THE LOG THAT "THE PROPER FUNCTIONING OF A DIGITAL SELECTIVE CALLING(DSC) EQUIPMENT HAS BEEN VERIFIED BY ACTUAL COMMUNICATION OR TEST CALL". VERIFICATION OF PROPER FUNCTIONING DSC COULD NOT BE CONDUCTED AND WAS NOT LOGGED.

Each towing vessel must be maintained and operated so as to minimize fire hazards. MI observed F/O and L/O leaks on both Ships Generators. Crew cleaned up and re tightened F/O and L/O filters prior to MI departure.

Propulsion machinery, including main engines, reduction gears, shafting, bearings, and electrical equipment and systems, must: (1) Be maintained to ensure proper operation; (2) Be suitable for route and service; and (3) Have suitable propulsion controls to provide the operator full control at each operating station. Vessel reported a loss of RPM's on their starboard engine. Vessel shall enact permanent reapirs to the satisfaction of the CG or TPO prior to movement.
