The crew of each towing vessel must domenstrate the ability to operate the primary and auxiliary machinery and electrical systems for which they are responsible, and to do so under normal and emergency conditions. Vessel suffered a loss of steering while transiting in the San Jac fleeting area. Vessel shall make permanent repairs to the satisfaction of the attending USCG marine inspector or to their TPO (ABS) prior to returning to normal vessel operations.
