Machinery and electrical systems must be designed and maintained to provide safe operation of the towing vessel. Vessel experienced loss of propulsion in port main engine and unresponsive steering and flanking rudders. Vsl is allowed onetime transit to repair facility with an approved transit plan to repair port main engine and rudders in accordance with plan developed by TPO. In accordance with CVC Policy Letter 17-10, the above deficiency may be cleared by the operating company's TPO. TPO must submit a report to the cognizant OCMI within 72 hours of clearing the deficiencies.

Resolution: Recieved ABS preliminary report. Technichian diagnosed both engine systems and replaced the distribution panel on SME.
