Propulsion machinery, including main engines, reduction gears, shafting, bearings, and electrical equipment and systems, must be suitable for route and service. Vessel experienced and reported problem with propulsion control from the bridge. Vessel is not authorized to move from its current location. Repairs to be made IAW company TSMS. Objective evidence attesting to satisfactory repair to be sent to local Coast Guard. Vessel is not permitted to return to operations until cleared by Coast Guard.

Vessel SAFETY FIRST reported to the USCG that at mile marker 48 on the [name withheld] River its rudder was stuck hard over. Vessel is currently tied off to the pier at mm 48. Vessel is prohibited from moving from its current location until written authorization from the OCMI. 46 CFR 143.205
