VESSEL INVOLVED IN GROUNDING AND WILL BE ASSESSED FOR DAMAGE TO PROPELLER AND RUDDER ASSEMBLY. VESSEL TO PROCEED TO BASIN MARINE IN MORGAN CITY FOR DIVE SURVEY TO DETERMINE EXTENT OF DAMAGE. Vessel must be operated in such a manner as to afford protection against hazards to life, property, and environment. Vessel is currently pushed up along the bank at mile marker 42 on the ICW with 2 certificated red-flag barges containing #6 fuel oil, approximately 42,896 bbls. Vessel experienced a loss in propulsion due to fuel oil leak on port main engine, suspected fuel injector or seal. An assist tug shall be used to relieve current vessel, POINT ISABELL. The POINT ISABELL shall remain at mile marker 42 on the ICW until relieved by the assist tug. Hourly rounds of the engine room and barge shall be conducted while the tug and barges await assist tug. Rep shall notify CG of planned assist tug, and ETA. Repairs shall be made to the port main engine to the satisfaction of the attending MI or TPO.

Prior to movement, make permanent repairs to stbd main diesel engine, provide repair technician report, provide root cause analysis of STBD MDE failure and test STBD MDE to the satisfaction of the attending USCG Sector New Orleans Marine Inspector.

Resolution: Observed technician report. Root cause determined to be breaker on Cummings control panel on stbd main diesel engine. Breaker input was loose causing both start and stop push buttons to not function. Technician replaced with new breaker.

Vessel experienced a loss of the starboard main diesel engine due to unknown causes while in transit resulting in a marine casualty. Technician determined the cause to be a shortage in the connection box for stbd main engine causing the breaker to trip. Technician made necessary repairs.
