All owners and operators of an existing towing vessel must have a valid COI prior to the specified phase-in period. This vessel is one of the 67% of the vessels that has not obtained a valid COI. The vessel shall be made available for a Coast Guard COI inspection within 90 days. If an inspection is not completed prior to this date, the action for this deficiency shall be changed to a 60 (Rectify deficiencies prior to movement) and the vessel may no long be permitted to operate.

A fixed fire pump must be capable of delivering water simultaneously from the two highest hydrants, or from both branches of a fitting if the highest hydrant has a Siamese fitting, at a pitot-tube pressure of at least 344 kilopascals (kPa) (50 pounds per square inch (psi)), and a flow rate of at least 300 liters per minute (lpm) (80 gallons per minute (gpm)). The vessel's fire main was unable to deliver water simultaneously from the two highest hydrants at a pitot-tube pressure of at least 50 psi.

To stop the flow of fuel in the event of a fire or break in the fuel line, a remote shutoff valve must be fitted on any fuel line that supplies fuel directly to a propulsion engine or generator prime mover. The valve must be installed in the fuel piping directly outside of the fuel oil supply tank. Marine Inspectors discovered the fuel oil shutoffs were not installed directly outside of the fuel oil tanks. Provide a plan to meet the requirements in 46 C.F.R. 143.260. Please include a diagram of the current configuration of the fuel supply piping, as well as a diagram of the proposed modification to the system. The plan shall include a description of the modification, as well as a proposed timeline for repair.
