The owner, managing operator, or master of a towing vessel must ensure that the vessel's fire suppression equipment complies with the applicable requirements of part 142 of this subchapter. The fixed fire-extinguishing system is missing posted instructions at the position for manual operation, and a threaded press-button for manual activation per the original system design. The crew was unfamiliar with manual operation of the system. - 46 CFR 140.650
