Deficiency #1 issued under activity #7668486 on 4/10/23 is amended as follows: No extensive alterations involving the safety of a tank vessel either in regard to hull or machinery shall be made without the approval of the Commandant. Before such alterations are carried out, copies of plans and specifications in triplicate for the work involved shall be forwarded to the Officer in Charge, Marine Inspection, in whose zone the repairs will be made, for submission to Headquarters for approval. If approved one set of the plans and specifications, properly stamped and dated, shall be returned to the owner or to the repair yard designated by the owner; one set to the Officer in Charge, Marine Inspection, who forwarded the plans and specifications to Headquarters; and one set shall be retained at Headquarters. Plans were submitted to MSC (Orange Shipbuilding Dwg. No. P-01, Rev. 5, “Cargo Piping System,” 4 sheets, dated July 10, 2023) and subsequently approved by MSC in letter E1-2302596 dated 7/21/23, with provision that the installation, workmanship and testing shall be accomplished to the satisfaction of the cognizant OCMI. A Marine Inspector attended the vessel on 8/22/23 to verify the installation, workmanship, and testing with reference to the approved plans. The following items were noted as in need of rectification: #1 The plans call for fixed containment under the manifold of at least 1 barrel in size, but the current spill pan of 30 inches x 24 inches x 12 inches in size does not provide for at least 1 barrel capacity as called for on the plan and required by regulation (33 CFR 155.310). #2 The current arrangement does not provide a means for carrying out annual hydrostatic testing of the piping leading up the air separator as required by regulation (33 CFR 156.170), and there is no record of this section of piping being hydrotested since its installation onboard. Rectify both these noted items to the satisfaction of the cognizant OCMI.

There is no objective evidence available at present that the tug fueling arrangement on the vessel, which has been added since initial plan review and construction, has been reviewed by the CG Marine Safety Center (MSC). Submit plans to MSC ([email withheld]) for the arrangement, and make barge available for any follow-on verifications by the local OCMI that are necessary. Updated 11 July 2023: plans have been submitted to MSC. The deficiency due date has been extended until 26 August 2023. Upon receipt of MSC plan review/approval letter, an attending Marine Inspector to verify that the onboard arrangements correspond with the approved plans and any OCMI to verify comments from MSC.
