MI received report tug discharged approximately 20 gallons of fuel oil through underwater sewage discharge valve. Vessel is authorized a one time transit to Clean Waters to affect permanent repairs. Tug must have third party survey report attesting to vessel's safe working condition. 46 CFR 140.205(a) Prior to Ops deficiency

Vessel reported a breach in the hull above the water line on Starboard Side midship IVO fenders. Repairs to be made to vessels hull and provide TPO report with satisfactory hull repairs. 46 CFR 140.605(b)
