It was reported that there was a propulsion irregularity. PSCO identified the #4 cylinder suction valve spring assembly failed. Each liferaft or group of lifrafts should be stowed with a float-free arrangement complying with the requirements & paragraph 4.1.6.8 of teh code that each float free and inflatable automatically when the ship sinks. PSCO observed both 35 person inflatable liferafts were not attached to the weak link preventing them from float free. 74 SOLAS(a) 2014 Cons III/13.4.2
