Vessel had a steering casualty that resulted in the vessel port and stbd rudders going hard to port. Vessel was unable to actuate the rudders.

Resolved 9 August 2018
Resolution: Vessel rep replaced the safety valve and demonstrated a satisfactory test of the rudders. Witnessed movement of the rudders at the pumps and verified movement on the rudder angle indicator at the remote operating station.
