A towing vessel subject to this subchapter and choosing the Coast Guard inspection option, or required to have the Coast Guard inspection option, must undergo an annual inspection within 3 months before or after the COI anniversary date. Vessel missed annual inspection. Complete COI inspection prior to commercial operations.

ANY VESSEL OF AT LEAST FIVE NET TONS WHICH ENGAGES IN COASTWISE TRADE MUST HAVE A CETIFICATE OF DOCUMENTATION BEARING A VALID ENDORSEMENT APPROPRIATE FOR THE ACTIVITY IN WHICH ENGAGED. VESSEL DOES NOT HAVE A VALID COD. CORRECT PRIOR TO TOWING OPERATIONS.

EACH TOWING VESSEL MUST CARRY AT LEAST ONE APPROPRIATELY SIZED LIFEJACKET FOR EACH PERSON ON BOARD. VESSEL'S COI REQUIRED 08 LIFEJACKETS, VESSEL IS MISSING 2. REPLACE LIFEJACKETS.

MACHINERY AND ELECTRICAL SYSTEMS MUST BE DESIGNED AND MAINTAINED TO PROVIDE FOR SAFE OPERATION OF THE TOWING VESSEL AND SAFETY OF PERSONS ONBOARD UNDER NORMAL AND EMERGENCY CONDITIONS. MI IDENTIFIED COILS ON PORT GENERATOR WERE DIRTY AND MISSING EXHAUST LAGGING ON STARBOARD MAIN ENGINE EXHAUST. CLEAN GENERATOR COILS AND RENEW ENHAUST LAGGING ON MAIN ENGINE TO THE SATISFACTION OF THE MARINE INSPECTOR.

No marine employer shall engage or employ any individual to serve as a crewmember unless the individual passes a chemical test for dangerous drugs for that employer. 46 CFR 16.210(a) Company must provide record that vessel crewmembers passed chemical tests prior to employment.

Towing vessels must be equipped with the following equipment, as applicable to the area of operation: Fathometer (except Western Rivers).46 CFR 140.725 (a). Vessel is certificated for Lakes, Bays, and Sounds routes, therefore should have onboard a functioning fathometer. Installed fathometer is not functioning properly.

Each towing vessel must be maintained and operated so as to minimize fire hazards. 46 CFR 142.220 P/S SSDG primary fuel filters were missing heat shields.

Individual circuit breakers on switchboards and distribution panels must be labeled with a description of the loads they serve. 46 CFR 143.400 (d) There are multiple circuit breakers in the electrical panels in the galley and engine room that are not properly labeled.

Each towing vessel must have a reliable means to provide notification when an emergency condition exists or an essential system develops problems that require attention. The following alarms must be provided: Main engine low lubricating oil pressure. 46 CFR 143.230 (a)(1) The main engine low lubricating oil pressure alarm was not functioning properly in the wheelhouse.

Rails or equivalent protection must be installed near the periphery of all decks accessible to crew. Equivalent protection may include lifelines, wire rope, chains, and bulwarks that provide strength and support equivalent to fixed rails. 46 CFR 144.800(a) Vessel missing required handrails aft of the superstructure on the main deck.

Master's responsibilities. The master of a towing vessel must ensure that drills are conducted and instructions are given to ensure that all crewmembers are capable of performing the duties expected of them during emergencies. This includes abandoning the vessel, recovering persons from the water, responding to onboard fires and flooding, or responding to other threats to life, property, or the environment. Recordkeeping. Records of drills and instruction must be maintained in the TVR, official logbook, or in accordance with the TSMS applicable to the vessel. The record must include:(1) The date of the drill and instruction;(2) A description of the drill scenario and instruction topics;(3) The personnel involved. Records of drills were not available on the towing vessel. Conduct drills and provide documentation to the USCG Marine Inspector.

A towing vessel subject to this section must maintain a TVR or in accordance with the TSMS applicable to the towing vessel. Vessel did not have a towing vessel record. Demonstrate compliance on how vsl will maintain a TVR to the satisfaction of the USCG Marine Inspector.

The officer in charge of a navigational watch must conduct a navigation assessment for the intended route and operations prior to getting underway. Vsl did not have any record of navigation assessments. Vsl must demonstrate how they will conduct a navigation assessment to meet the regulation to the satisfaction of the USCG Marine Inspector.

The master must ensure that all hatches, doors, and other openings designed to be watertight or weather tight function properly. The dogs on the second deck doors did not secure properly. Repair to the satisfaction of the attending USCG Marine Inspector.

The owner and managing operator must ensure that the towing vessel is in compliance with this subchapter and other applicable laws and regulations at all times. Witnessed the vessel missing two MDE and 1 generator with excessive oil in the engine room. Owner must demostrate and prove compliance with this subchapter and all other applicable laws before moving the vessel.
