Electrical systems and equipment must function properly and minimize system failures and fire and shock hazards. Vessel's starboard battery terminal leads for the starboard generator starter where laying on top of the engine's room deck. Battery tray as well as leads were not secured or attached to any support; thus, allowing for the battery box and terminals to move freely while underway creating a possible risk of separation from its equipment and arc hazard. Furthermore, fuel transfer pump and piping assembly runs adjacent to switchboard panel and previous leaks have impregnated the safety matting with flammable product rendering the matting unserviceable for its intended use. Vessel shall enact permanent repairs to the satisfaction of a Coast Guard marine inspector within 30 days.

Each towing vessel must have either a self-priming , power driven, fixed fire pump, fire main, and hoses and nozzles in accordance with paragraphs (a) through (d) of this section; or a portable pump, and hoses and nozzles, in accordance with paragraphs (e) through (f) of this section. (a) A fixed fire pump must be capable of: (1) Delivering water simultaneously from the two highest hydrants, or from both branches of the fitting if the highest hydrant has a Siamese fitting of at least 50 psi. The firepump discharge pressure gauge read 20 psi at the pump during the operational test. Vessel is required to make satisfactory repairs to the emergency fire pump to the satisfaction of Coast Guard marine inspector prior to movement.
