All fire suppression and detection equipment and systems on board a towing vessel must be maintained in accordance with the attached name plate and manufacturer's approved design manual. When testing the heat detection system in the engine room, it did not set off an alarm. The heat detection system was found to be a one time use system. Replace all used heat sensors and have certifying entity provide paperwork that system is fully operational. Prior to operations.
