Machinery and electrical systems must be designed and maintained to provide for safe operation of the towing vessel and safety of persons onboard under normal and emergency conditions. Vessel reported starboard engine failed due to hydraulic hose rupture, causing an engine fire. Prior To Movement allowing one time transit with assist tug and approved transit plan. TPO to provide report to Coast Guard Marine Inspector attesting satisfactory repair and operation prior to vessel movement from Crescent City Towing Dock at MM 122.

Vessel reported damage to port running gear rudder and propeller after an allision with the river bank during barge fleeting operations. Vessel intends to transit from MM 132 LMR to JMI Hahnville for repairs. Vessel must secure all port running gear components and provide a dead ship tow plan prior to getting underway to repair facility. After repairs are facilitated, vessel must provide TPO report prior to departing repair facility. 46 CFR 143.205(a) 60ac

A continuous supply of clean fuel must be provided to main propulsion engines and generators. MI observed the starboard generator fuel pump was inoperable and resulted in loss of power. Vessel must provide TPO report to Coast Guard.

Resolution: Vessel provided TPO report stating the fuel pump was replaced, the generator was tested and is now fully operational.
