All lubricating oil coolers are to be provided with temperature indicators at the cooling medium inlet and at the lubricating oil outlet. Means to determine the cooling medium and lubricating oil pressures are also to be provided. The gauge for all indicators on the Port Side prime mover were inoperable. When the rate of fluid flow through the heating coils is insufficient to ensure proper heat transfer, the device must cut off the fuel supply to the burner. While testing low thermal oil flow alarm and shutdown, system failed to operate as designed.Make repairs to return alarm and shutdown to return to original operating parameters and conduct satisfactory testing of system prior to use of the thermal fluid heater for cargo operations.
