Propulsion machinery, including main engines, must; be suitable for route and service. Vessel reported the drive shaft on the port z-drive failed. Prior to movement, vessel is to formulate a plan subject to approval to pass off its tow prior to proceeding to a location to repair the shaft. A TPO report attesting to satisfactory repairs and operation may be submitted to the Coast Guard for consideration for clearance.

Machinery and electrical systems must be designed and maintained to provide for safe operation of the towing vessel and safety of persons on board under normal and emergency conditions. Vessel had a loss of power resulting in losing steering for approximately 10 minutes. Diagnose cause of generator self syncing automation failure to the satisfaction of an attending Marine Inspector. The vessels TPO has the option to clear this deficiency with notification to the local OCMI within 72-hours in accordance with CG-CVC Policy Letter 17-10. 46 CFR 143.205(a)

Each towing vessel certified for rivers must have either an approved 160-B semi-portable fire-extinguishing system or fixed fire-extinguishing system installed to protect the engine room. A fire in the tool room rendered the fixed CO2 system inoperable. Repair/replace damaged fixed fire-extinguishing system components.
