THERMAL FLUID HEATERS ARE EXAMINED BY A MARINE INSPECTOR AT THE INSPECTION FOR CERTIFICATION, PERIODIC INSPECTION AND WHEN DIRECTED BY THE OFFICER IN CHARGE MARINE INSPECTION, TO DETERMINE THAT THE COMPLETE UNIT IS IN A SAFE AND SATISFACTORY CONDITION. VESSEL REPRESENTATIVE WAS UNABLE TO START THE THERMAL FLUID HEATER DURING THE PERIODIC INSPECTION. A COAST GUARD MARINE INSPECTOR SHALL WITNESS AN OPERATIONAL TEST OF SYSTEM AND ALARMS PRIOR TO THE USE OF THE THERMAL FLUID HEATER.

Received notification of a collision causing an inset approximately 3ft by 2 inches on the #1 port cargo tank top. Authorized vessel a one-time discharge of cargo to a local facility in the Houston area and then proceed to a local facility for cleaning/repairs. Make vessel gas free and available for inspections/repairs to the satisfaction of Coast Guard.

Resolution: cropped and renew on 4'6' #1 port cargo tank and one 2'3' stbd bow corner wrap. Attending Marine inspectors conducted visual exam of all repairs and witnessed air test at 1.0 PSI. Test satisfactory.
