Personnel responsible for operating the vapor control system must complete a training program prior to the operation of the system installed on board the tank vessel. As part of the training program, personnel must be able to demonstrate through drills and practical knowledge, the proper VCS operation procedures for normal and emergency conditions. The training program must cover(Vapor control operation procedures during cargo transfer or tank barge cleaning including testing and inspection requirements. The tankerman was unfamiliar with the testing and operation of the tank pressure/vacuum (PV) relief valves and indicated there was no diagram of these PV valves on board. USCG Marine Inspectors reviewed the VOC Management Plan and the diagrams were missing from this plan. Also, USCG identified diagrams of the pressure vacuum (PV) valves in a tab in the barge's Operations Manual. Prove training requirements have been met. 46CFR39.1011(f)(1)

In section 2.4 of the VOC Management Plan, the following comment was noted in red, "Information on the High Velocity Pressure/Vacuum Relive valve and the individual tank pressure/vacuum relief valve should be placed after this page or identified by location on barge." ABS surveyor requested testing (lifting) of a tank PV valve. The PV valve initially attempted would not lift and the tankerman indicated that the PV valve did not operate by lifting and there was no diagram of the PV valves on board. After USCG found a diagram of the valves in the Operations Manual, the ABS surveyor requested a ladder and had each tank PV valve lifted to verify PV valves operation. 33USC1902(a)(5) MARPOL Annex VI/15.6.1
