Machinery and electrical systems must be designed and maintained to provide for safe operation of the towing vessel and safety of persons onboard under normal and emergency conditions. Vessel reported small on the port main engine under the exhaust lagging at the manifold that was extinguished with a fire extinguisher. Affect repairs and prove proper operation of the port engine to the satisfaction of the TSMS (ABS).

Machinery and electrical systems must be designed and maintained to provide for safe operation of the towing vessel and safety of persons on board under normal and emergency conditions. Vessel experienced full loss of steering during operations due to low voltage in steering control system. Vessel's engineers switched batteries, regaining steering control and allowing vessel to return safely to the dock. Crew suspects a faulty battery charging system. Provide TPO report attesting to the proper operation of the vessel steering system.
