Each towing vessel must be operated in compliance with Parts 151, 155, and 156, of 33 CFR, as applicable. No person may operate an oceangoing ship of 100 gross tons and above but less than 400 gross tons that is fitted with main or auxiliary machinery spaces unless the ship has at least one pump installed to discharge oily mixtures through a fixed piping system to a reception facility. The waste oil pump in the machinery space is inoperable.

A towing vessel must be maintained and operated so the watertight integrity and stability of the vessel are not compromised. The manhole cover for the outboard port and starboard wing tanks have open fittings compromising the watertight integrity and a cable penetration on the port side aft bulkhead to lazarette is not water tight.

The valve must be installed in the fuel piping directly outside of the fuel oil supply tank. To stop the flow of fuel in the event of a fire or break in the fuel line, a remote fuel shutoff valve must be fitted on any fuel line that supplies fuel directly to a propulsion engine or generator prime mover. The (02) remote fuel shut off valves are not installed directly outside of the fuel oil supply tank and are installed downstream of flexible fuel hoses and wouldn't effectively stop a leak.
