All tank vessels, the construction or conversion of which is started on or after July 1, 1951, shall conform to the requirements in this subpart in construction of hulls. Barge struck the pier at Stone Oil in Gretna causing a quarter sized hole in the bow void. Vessel is authorized to discharge cargo, then submit transit plan and affect temporary repairs prior to transiting to dry dock for permanent repairs. 46CFR32.60-1(a)
