46 CFR 140.720 / 33 CFR 83.20(b) - Each towing vessel must be equipped with navigation lights, shapes, and sound signals in accordance with the International Regulations for Prevention of Collisions at Sea (COLREGS) or 33 CFR part 84 as appropriate to its area of operation. The Rules concerning lights (§§ 83.20 through 83.31) shall be complied with from sunset to sunrise, and during such times no other lights shall be exhibited. The starboard sidelight was inoperable. Vessel is restricted to daylight operations until repaired and verified by a USCG Marine Inspector.

The flashing red light was inoperable. Repair and demonstrate operation to a USCG Marine Inspector.
