12406: Tankers shall be equiped with at least one portable instrument for measuring flammable vapour concentrations, togeather with a sufficiant set of spares. Suitable means shall be provided for calibration. PSCO observed ships crew could not calibrate hydro-carbins on portable gas detection. On 5th attempt HC could only get to 8%. 13101-Propulsion Main Engine- The conditoin of the ship and its equipment shall be maintained to conform with the provisions of the present regulations to ensure that the ship in all respects will remian fit to proceed to sea without dnager to the ship or persons on board. Vessel Experienced a loss of propulsion during their departure. Suspect degraded capabilities of mechanical and/or throttling of main engine.
