The condition of the ship and its equipment shall be maintained to conform with the present regulations to ensure that the ship in all respects will remain fit to proceed to sea without danger to the ship or persons onboard. Upon arrival to berth, vessel experienced severe damage to the steering gear, controls, and rudder. Rudder is limited to 5 degrees of movement on the starboard side from emergency steering position only. Steering controls on the navigation bridge are inoperable.
