The owner or managing operator of a towing vessel that has selected the TSMS option must examine or must have examined the following systems, equipment, and procedures to ensure that the vessel and its equipment are suitable for the service for which the vessel is certificated...means provided for pumping bilges. Essential systems must be regularly tested and examined. Tests and examinations must verify that the system or equipment functions as designed. Each towing vessel must perform the applicable tests in Table 143.245 (b): all other essential systems - at least once every 3 months. The bilge/emergency dewatering system is defined as an essential system under Subchapter M, but a full operational test of the system (from the bilge suction points to the discharge side of the bilge pump) was not conducted during the most recent ABS annual survey nor at the required periodical intervals under 143.245 (b) by the vessel's crew. Develop a plan for conducting a full operational test of the bilge system, and carry out this test to the satisfaction of the attending ABS surveyor. Provide advance notification to CG Sector Puget Sound as a Marine Inspector may attend.
