(c) Propulsion machinery, including main engines, reduction gears, shafting, bearings, and electrical equipment and systems, must: (1) Be maintained to ensure proper operation; (2) Be suitable for route and service; and (3) Have suitable propulsion controls to provide the operator full control at each operating station. While transiting on the ST. Johns river, vessel loss propulsion on both engines. Vessel's crew suspects the turbos to be the cause of the incident. Vessel's intention is to be towed to Commodores Point by McAllister towing to effect repairs. Once at Commodores Point vessel is restricted prior to movement until repairs have been complete and a satisfactory operational tested is done in the presence of the attending CG marine inspector.

Machinery and electrical systems must be designed and maintained to provide for safe operation of the towing vessel and safety of persons on-board under normal and emergency conditions. Tug MEDITERRANEAN DAWN notified SECJAX they secured the Port Main due to an abnormality with the Turbo and suffered a loss of propulsion. Vessel Captain briefed that the vessel secured the Port Main on 07MAR26 while off the coast of the Dominican Republic. Vessel Captain does not have concerns in open ocean and is making safe speed on one engine. MEDITERRANEAN DAWN is due to arrive in Jacksonville, FL on 12MAR26. Vessel shall employ assist tug(s) of sufficient size and horsepower, as determined satisfactory by the St. Johns Bar Pilots, while entering and transiting within the Port of Jacksonville with a barge.

The CSO or VSO must ensure an audit of the VSP is performed... The USCG marine inspector is requesting a security audit of sections 12, 13, and 16 of the approved VSP. A plan of action also needs to be developed to provide guidance for the vessel to follow after security detection equipment is activated onboard the barge. Send proposed amendments and a risk assessment of how the proposed amendments will be implemented to this office for review and acceptance.

The Coast Guard approves TPOs to carry out functions related to ensuring that towing vessels comply with provisions of their subchapter. Organizations may be approved to conduct surveys of towing vessels to verify compliance with the applicable provisions of this subchapter. MI discovered port side fire main stand pipe sheared off at deck level and unable to comply with 46 CFR 142.325(a)(1). Make repairs in accordance with TSMS procedures. Send a TPO/RO report to this office once repairs are complete and to the TSMS satisfaction.

Each towing vessel must be fitted with a general alarm... is capable of notifying persons onboard... Has installed, in the engine room... a supplemental flashing red light. The general alarm in the engine room does not sound, nor does the red light flash. Vessel is required to follow the procedures submitted by Dawn Services LLC titled "Risk Mitigation Plan Mediterranean Dawn General Alarm System" until the system is repaired. This deficiency may be cleared by the TPO in accordance with CVC-PL-17-10.
