The installation of all systems of a marine engineering nature, together with the details of design, construction, and installation, shall be in accordance with the requirements of subchapter F (Marine Engineering) of this chapter. Systems of this type include the following: Steering Systems. The main steering gear and rudder stock must be of adequate strength for and capable of steering the vessel at maximum ahead service speed, which must be demonstrated to the satisfaction of the cognizant Officer in Charge, Marine Inspection; The auxiliary steering gear must be of adequate strength for and capable of steering the vessel at navigable speed and of being brought speedily into action in an emergency; Vessel #2 steering system inoperable due to electrical fire on #2 cooling fan motor. Your vessel is prohibited from transiting any port within the Sector Honolulu COTP Zone without the assistance from towing vessel(s) of adequate horsepower and maneuverability. Tugs and such towing vessel(s) shall be under the direction and control of an individual holding a Merchant Marine Credential (MMC) authorizing them to engage is assistance towing under the provisions of 46 CFR Part 11.482. Your vessel is prohibited from departing until satisfactory repair of the vessel is completed and proper operation of the vessel steering systems are demonstrated to the satisfaction of class and survey has been reviewed and approved by our office. 17ac 46 CFR 96.03-1 & 46 CFR 58.25-10
