No extensive alterations involving safety a tank vessel in regard to hull shall be made without the approval of the CMDT. Before such alterations are made, copies of plans and specifications for such work shall be forwarded to the OCMI in whose zone the repairs shall be made. Vessel has alterations not approved by the USCG and shall remove air compressor cease lube oil transfers until proper documentation is submitted and plan review is conducted by MSC. 46 CFR 31.10-25

Resolution: Pictures provided showing portable lube oil tanks and associated equipment were removed from the vessel. There is no longer a need to consult with MSC and vessel is found in compliance with regulations.
