Master reported that during an crew inspection of the vessels number six void ,Indiana side, that mud and water were found in the space indicating that their is a hole in the vessel hull. On a vessel authorized to carry one or more vehicles, suitable chains, cables, or other barriers must be installed at the end of each vehicle runway. Vessel Certificate of Inspection anniversary date is September 14. Whenever damage to hull plating or structural members that may affect seaworthinesses is suspected the OCMI may conduct an internal structural examination to assess the extent of damage and to effect permanent repairs. The construction and arrangement of a vessel must allow the safe operation of the vessel in accordance with the terms of its COI. Make arrangements to satisfactorily maintain the lines connecting the Towing Vessel [name withheld] to the Passenger Barge [name withheld] as per approved plans.Recommend implementing an inspection regime of the lines and integrating them into daily inspections.

The minimum capacity of the fire pump must 189 liters (50 gallons) per minute at a pressure of not less than 414 kPa (60 psi) at the pump outlet. The pump outlet must be fitted with a pressure gauge. Currently, the pump is putting out approximitly 45-50 PSI.

Obtain valid Stability letter from Marine Saftey Center. Deadweight survey is completed.

Install on board and prove proper operation of a fire pump (gauge) with a minimum capacity of 50 Gallons per minute and pressure not less than 60 PSI at the pump outlet.

Install screw down valve and reach rod as needed on each bilge pipe piecing a collision bulkhead

Test the suitability and workmanship of the 5" trailer hitch strut ball and barge to tug towing platform and the Ro/Ro ramps with mooring/landing configuration of intended landing locations.

Test all electrical power installations on board the vessel via the umbilical connection to the towing vessel.

Attest that attending crew ae properly licensed and subsequently enrolled in a company Drug and Alcohol Testing Program.
