Machinery and electrical systems must be designed and maintained to provide for safe operation of the towing vessel and safety of persons on board under normal and emergency conditions. While on board to assess allision damage, MI was informed that there was a loss of propulsion caused by a failure of the starboard engine as the vessel was casting off from completing docking operations. Provide TPO report attesting to satisfactory repair and operation of the starboard MDE for USCG review, prior to movement. Cite: 46 CFR 143.205(a)
