No marine employer shall engage or employ any individual to serve as a crew member unless the individual passes a chemical test for dangerous drugs for that employer as required by 46 CFR 16.210. There were no records on board listing all marine personnel enrolled in a random drug program and no records of pre-employment testing prior to serving in a safety sensitive position. Provide the drug test pool with names of all employees enrolled in the company's random program and records of all random tests and pre-employment tests in the last 12 months for review of an attending Coast Guard Marine Inspector no later than June 28, 2022.

On all towing vessels, the Fire-detection system must be installed, tested, and maintained in accordance with the manufacturer's design manual. According to the manufacturers instructions, standby batteries larger than 7 Ah must be installed in an external battery cabinet, batteries inside panel cabinet are marked as 8Ah AGM. Move the batteries to a separate cabinet or provide batteries of 7 Ah or less to the satisfaction of an attending Coast Guard Marine Inspector no later than June 30, 2022.

Electrical equipment and electrical cables must be suitably protected from wet and corrosive environments in accordance with 46 CFR 143.400(f). The instruction manual stated that only waste water treatment chlorinating tablets are to be used. Provide the proper chemicals and ensure the Marine Sanitation device is operated in accordance with the manufacturer’s instructions to the satisfaction of an attending Coast Guard Marine Inspector prior to June 28, 2022.
