Machinery and electrical systems must be designed and maintained to provide for safe operation of the towing vessel and safety of persons on board under normal and emergency conditions. Crankcase breather assemblies for both main engines are inadequate. Starboard main engine hose is damaged. Port main engine stack pipe is missing and hose is improperly redirected to the bilge. Repair starboard main engine crankcase breather hose. Replace port main engine crankcase breather stack pipe and re-route hose to the correct stack pipe configuration.
