A vessel must be operated in accordance with applicable laws and regulations and in such a manner as to afford protection against hazards to life, property, and the environment. A towing vessel must be maintained and operated so the watertight integrity and stability of the vessel are not compromised. Vessel reported discovering a 10 inch crack in hull. Vessel authorized a one-time transit from current position at LMR 151 , to JMI Elmwood ICW Mi. 5, to determine scope of damage and complete repairs. Provide TPO report to Coast Guard Marine Inspector attesting to scope of damage, proper repair, and operation prior to vessel movement from JMI Elmwood.

Machinery and electrical systems must be designed and maintained to provide for safe operation of the towing vessel and the safety of persons on board. Both the vessel's port and starboard propellers had significatn cracks on the hubs. Provide evidence of non-destructuve testing before repairs to identify the extent of damage/wastage. repairs and post repair non-destructive testing will need to be witnessed to the satisfaction of the attending marine inspector.

Resolution: The company submitted a letter from an ABS approved machine shop stating that the cracks in the rudder were not significant enough to merit repairs. Witnessed dye pen test to verify there was not additional cracking than what could be seen visually

Machinery and electrical systems must be designed and maintained to provide for safe operation of the towing vessel and safety of persons on board. Vessel reported a loss of their starboard rudder. Upon satisfactory transit plan to the Coast Guard vessel will be authorized to proceed to JMI Hahnville for repairs. Prior to leaving the shipyard repairs to the rudder/steering systems must be enacted to the satisfaction of the attending Coast Guard MI.

Resolved 6 July 2019
Resolution: Worn tank cap seals resulted in overworking of pumps. Old oil removed, seals replaced, new oil refilled in reservoir.
