Each survival craft must be stowed in a secure and sheltered position and protected from damage by fire and explosion, as far as practicable; and (7) So as not to require lifting from its stowed position in order to launch. The rafts were stowed atop the pilothouse, and needed to clear 3 decks to get to the water.

Towing vessels must be equipped with the following equipment, as applicable to the area of operation: Electronic position-fixing device, satisfactory for the area in which the vessel engages in towing. The GPS antenna was in the process of being replaced at the time of the inspection. The antenna was replaced and all equipment is operating correctly.

Each towing vessel with a fixed fire pump must be able to deliver water simultaneously from both branches of the fitting if the highest hydrant has a Siamese fitting, at a pitot-tube pressure of at least 50 pounds per square inch and a flow rate of 80 gpm. Vessel's fire pump had a pitot-tube pressure of 30 psi.
