This vessel is using a portable fire pump for compliance with the fire pump requirements but is unable to demonstrate proper operation of the pump. The pump was not self priming and would not draw suction unless primed by the crew. Demonstrate operation of the portable fire pump to the satisfaction of an attending Coast Guard Marine Inspector prior to operating the vessel.

On all towing vessels, the fire-detection system must be installed, tested, and maintained in accordance with the manufacturer's design manual. The Master had not logged a test in the last year and was unable to provide any proof during the annual inspection on April 23, 2024. During the deficiency follow-up on this day, there was no entry recorded in the TVR for either the smoke detectors or the fire detection system. While conducting an operational test of all the heat detectors, the detection panel was not alarming when the heat detector was tested. FDS is to be professionally serviced & tested by a Certified Fire Servicing Company.
