Each towing vessel must be maintained and operated to minimize fire hazards. Vessel had bilge with oil due to port MDE clutch breaking, vessel had a Windex bottle of diesel hanging right near the Center MDE Racor, and vessel had a leak for the Fuel Oil Discharge pipe.

Resolution: Vessel cleared the bildge, removed the windex bottle and the secured the dischage pipe leak.
