Oily Water Seperators directional control solenoid valve, attached to monitor, appears to have been modified due to a piece missing. System does not appear to have been installed as approved by the manufacturer, coast guard, and administration. Vessel was given 30 days to correct to the satisfaction of administration.

Vessel indicated that they were loosing ballast water from several tanks, #3 port, #2startboard, and #5 port, but they did not know source of leak. CG investigated and determined ballast was not leaking into vessel, but there was in fact a loss of ballast in 3 tanks. Vessel was allowed to sail, but class must be notified to investigate.
