Fire drills should be planned in such a way that due consideration is given to regular practice in various emergencies that may occur depending on the type of ship and cargo carried. PSCO observed fire drill and crew members were not fully aware of equipment procedures when SCBA leaked air. 1st drill ran at approximately 1420. Briefed master of requirement. PSC team will return at 1700 for next drill. Vessel could not run second drill to inoperable/leaking bottles of SCBA pack. SOLAS 74a (09) III/19.3.4 17a,c
